The naval base and shipyard that Philip V and the Marquis of Ensenada wanted for the Spanish Navy on the Atlantic. Cosme Álvarez drew the first project in 1747, approved in 1750 and modified under the supervision of Jorge Juan, and by about 1790 the arsenal was largely finished, with a basin for 70 ships of the line. It is still a naval base and holds the shipyards of Navantia.
